In an interview yesterday in Washington DC, Luis Vicente León said the number of respondents who say they are undecided or do not respond is consistent with previous elections in Venezuela. He says it is possible that some do not respond because they are fearful. But there are two other important sources of “don’t know” and “no response” in Venezuelan polling. First, it is common for abstainers to say they are going to participate because it is not socially acceptable to say you are not going to vote in Venezuela. Second, there are some people who simply are not going to tell a pollster who they are going to vote for because the idea that “the vote is secret” is important among Venezuelans.
